11.30 – 13.00 Presentation of participants, overview of drug policies in
Europe
We would like to start with a short overview of the drug polcy situation in each
country (please prepare amongst eachother a presentation of between 5 and
10 minutes).
13.00 – 14.00 Break
14.00 – 18.30 Freedom to Farm Campaign: Cannabis Social Clubs and
other events (break at 16.00 to 16.30)
The Freedom to Farm campaign has a concrete outcome: the Cannabis
Social Club proposal. This is a concrete action proposal with which we can
start moving the debate on cannabis regulation in Europe.
We need to agree on a short presentation text which we can put in a flyer.
We can discuss the preparation of a common presentation event ( a
European CSC day).
How can we combine it with the Vienna 2008 campaign (see under) ?
What are the possibilities to relate to the movements in favour of coca and
opium regulation?

Support structure for ENCOD-secretariat?
The ENCOD-secretariat needs to be supported. Besides the Steering
Committee, who supervises the global strategy of ENCOD and gives
feedback to the secretariat, a second group should be formed which will focus
on activities: first of all with the website as an action tool. All participating
members are invited if they can play a role in any of these two groups. See
annex for a description of the Steering Committee (see annex).
12.00 – 13.00 Workshop: new ENCOD website
The new site is meant to be a tool to facilitate interaction with ENCOD
members and offer the possibility to members to publish news, action appeals
etc.
We need as many members as possible to participate in the editorial, design,
translating and other tasks that need to be done in every language section. In
this workshop all those who wish to participate in this work can receive the
basic explanations on how the new site works..

14.00 – 18.30 Vienna 2008
The UN CND meeting in Vienna 2008 could be the perfect opportunity for
citizens opposed to the war on drugs to join forces in an effort to change the
course of history. We wish to prepare a 3 day programme during the Vienna
UN CND meeting. We need to discuss the basic tools of the Vienna
Campaign:

11.00 – 11.30 Election new Steering Committee
Every 2 years, the Steering Committee has to be renewed. Of the current 6
members, 4 have said that they wish to pull out on the next GA. Candidates
for this post are requested to announce themselves on beforehand (see
annexed form). The Assembly has to confirm the mandate to the people who
will integrate the new SC.

12.00 – 14.00 Developments in the European Union
We have been pushing forward the idea of organising a genuine dialogue
between civil society and authorities on EU drug policy. It is still a tough
struggle, taking into consideration the attitudes of other European networks
involved in this dialogue, the EU Council of Ministers and the Commission. On
the other hand, we still have the European parliament as an ally. What should
be our strategy in the current situation?

Planning of the ENCOD work programme for the next year: CSC, EU and
Vienna 2008, as well as participation in hemp fairs, conferences etc.

- give feedback to all proposals done by the secretariat on the SC list,
help taking a decision on them and afterwards defend this decision
- to comment the draft ENCOD Monthly Bulletin (edited in the last days
of the month)
- to represent ENCOD at official events, when invited
- to supervise the functioning of the secretariat, follow up on decisions of
General Assembly, annual report etc.
